A draft Area Plan for the east will be completed by 2016, Infrastructure Minister Laurence Skelly told the House of Keys.
Onchan MHK Peter Karran (LibVan) asked whether more resources needed to be put towards it, so it could be brought forward.
The Minister said developing the draft was a priority, and that 2016 was the earliest it could be completed due to the level of consultation involved.
The plan will cover Braddan, Douglas, Laxey, Lonan, Marown, Onchan and Santon. It will set out a more detailed long term vision for the area, include a broad indication of the locations for land use such as housing, employment, retail and other uses, and site specific proposals which will allocate land for specific uses, such as housing and employment.
The DoI is also contributing to the cross government initiative to prepare a masterplan for central Douglas.
