Prisoners' TV rights will be linked to privileges

ALL cells in the new prison at Jurby will be equipped to receive television signals - but not every prisoner will have access to a television in their cell.

In response to a House of Keys question from Bill Henderson (Douglas North) today, Home Affairs Minister Martyn Quayle said: 'In-cell TV will be linked to the incentives and earned privileges scheme, meaning that prisoners must earn the right to this and other benefits.

'The scheme is linked to sentence plans and includes weekly monitoring of prisoners for good behaviour, work and education.

'Prisoners who have earned the privilege of having an in-cell TV can, and will, lose it should they not continue to perform at an acceptable level.'

Mr Quayle said an 'adequate number' of 15-inch flat screen TVs have been ordered to provide enough access for all prisoners, should it be earned, and a small number of spares to cover breakdowns.

The TVs at the 41m new prison may have capacity to receive 40 channels, said Mr Quayle 'but they will not be able to do so due to the management system installed at the prison'.

The prison will have control on which channels can be used. Prisoners will be able to watch the equivalent of the current terrestrial channels and two prison information channels.

Mr Quayle added there were other televisions and DVDs to be installed in group rooms on residential wings.

The total cost for all TVs and DVD players is 36,568, including delivery.

Mr Quayle explained the televisions were all digital to avoid the need to replace sets when the Island goes digital next year.

There will be no satellite facility for prisoners or staff.
