Arbory & Rushen commissioner Kirrie Jenkins topped the vote in Arbory, Castletown and Malew.
Ms Jenkins polled 1,839 votes to beat incumbent Jason Moorhouse into second. The latter will serve his third term in the House of Keys after picking up 1,481 votes.
