Trade export controls on goods that can be used for executions are to be modernised.

The Export Control Order, from 2008, is to be updated to ’make provision for the enforcement of trade restrictions in relation to certain goods which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment’.

An update is required following modernisation of EU regulations on torture and capital punishment. The amendments include the licensing of goods for legitimate trade, plus the inclusion of a number of offences connected with the prohibitions and authorisation requirements under the new regulations.

Treasury Minister Alfred Cannan MHK will seek approval for the update at next week’s Tynwald.
