A 47-year-old man has been fined £165 for being drunk and incapable.
Jonathan Lennon Taylor was arrested at York Road public toilets in Douglas on November 3.
Police initially saw Taylor struggling to stand in Bathurst Street at 10.30pm.
He claimed he lived around the corner, so officers allowed him to go, but followed him.
Taylor was then seen falling on the ground, outside the public toilets, then dragging himself inside.
He said that he had nowhere to go and pointed to a sleeping bag in the toilets.
He must also pay £125 prosecution costs.
