A 27-year-old Onchan man has been fined £650 for cannabis possession and speeding.

Charlie Derek Marshall admitted the offences and also had his licence endorsed with four penalty points.

Prosecuting advocate Rebecca Cubbon told the court that Marshall, who lives in Birch Hill Close, was driving on the Mountain Road on August 26 at 8pm.

Police were carrying out speed checks at Hillberry Corner when Marshall’s Volkswagen Golf approached, driving at 60mph in a 40mph zone.

He was subsequently stopped and given a fixed penalty notice to pay £60 within 21 days but failed to pay it.

Police also reported that there was a smell of cannabis coming from the Golf and a search of the vehicle found two cannabis grinders with 0.6 grams of the drug in each one.

When interviewed Marshall told police that he had not thought there was any cannabis in the grinders, but accepted that there was.

On September 14, a search warrant was executed at Marshall’s home and during a search police found 1.5 grams of cannabis.

He was not present at the property but later attended police headquarters and handed in a prepared statement, admitting that the drug was his.

Defence advocate Matthew Wilshaw asked for credit to be given for his client’s guilty pleas.

’In relation to the drug offences, Mr Marshall admitted ownership at the time in the car,’ said the advocate.

’He advised me he was using cannabis to self-medicate for epilepsy. In his own words he has now "knocked that on the head" and is using prescription medication.’

Mr Wilshaw said of the speeding offence that Marshall had genuinely forgotten to pay the fixed penalty notice.

’That has now come back to bite him as he now has prosecution costs,’ said the advocate.

’He was coming from the de-restricted zone and just didn’t slow down in time.’

High Bailiff Jayne Hughes fined Marshall £200 for the speeding offence, £200 for the first cannabis offence, and £250 for the second drug offence.

He must also pay £100 prosecution costs and will pay all amounts at a rate of £50 per week.
