Desmond Thomas Fitzgerald, aged 38, of Clifton Terrace, Douglas, has denied failing to provide a sample of breath.
The offence is alleged to have been committed on April 8.
He was represented in court by duty advocate Jane Gray.
A pre-trial review will be held in summary court on July 11.
Bail continues in the sum of £500.
