The case studies included in a health strategy document were definitely Manx, even though fake ’examples’ lifted from the UK were used elsewhere.

That’s the assurance from Health Minister David Ashford as questions continue to be asked about the copy and paste elements to the integrated care vision document.

Following a select committee hearing, it was revealed that more than 50% of the document was lifted from a Wigan Council health strategy and that, in some instances, straight lift examples were taken with just the names changed.

But in the House of Keys last week, Mr Ashford revealed the Wigan examples were not real either!

He said examples should not be confused with case studies in the document.

The minister explained: ’We need to be absolutely clear the case studies are contained on pages 35 to 47 of the document and they are wholly Manx.

’What is given earlier on in the document is examples where they are not real examples, they are examples of how integrated care should work.

’They are not real examples in the Wigan document either.’

He added that the headings used in the feedback sections fitted in with the feedback he had seen.

Mr Ashford was also asked when he first knew that the integrated care vision document was in parts making a straight lift from the Wigan document.

He said that at his first department meeting as minister, in February last year, a number of different health care models were considered.

’The department agreed that the model that best fitted the Island and what we were seeking to achieve was actually the Wigan model,’ he said.

’On this basis, it was agreed unanimously by the meeting that the vision contained within the Wigan model would be used as our base model.’
