We could almost be forgiven for thinking it was normal times as Keys is loaded with questions from Liberal Vannin leader Kate Costain this week.
Admittedly it’s a Friday sitting but it still brings a calming sense of normality in what have been truly unprecedented times.
Unfortunately, this isn’t normal times and Ms Costain’s questions highlight that fact.
She will ask the Home Affairs Minister Graham Cregeen four questions focusing on breaches of the Emergency Powers Act and the treatment of inmates at the Isle of Man prison.
Advocate Ian Kermode recently claimed, supported by the Law Society, that prisoners have been subject to inhuman conditions at the prison, a claim denied by government and prison governor Bob McColm.
Ms Costain will ask how many people have been arrested for a breach of any of the Emergency Powers Regulations 2020 how many are remanded in custody awaiting sentence; have received Fixed Penalty Notices; and have been sentenced to a term of imprisonment?
And: ’Whether any of those sentenced to a term of imprisonment for a breach of any of the Emergency Powers Regulations 2020 have been subject to inhuman and degrading treatment contrary to Article 3 of the European Convention of Human Rights?
’Whether all of those sentenced to a term of imprisonment for a breach of any of the Emergency Powers Regulations 2020 have been isolated for a period of 14 days?
’Whether any of those sentenced to a term of imprisonment for a breach of any of the Emergency Powers Regulations 2020 have been denied access to showers, exercise facilities, proper drinking water and the means of making contact with their families?’
Meanwhile, Julie Edge (Onchan) will ask Minister Dr Alex Allinson: Who has been appointed to undertake the independent review into the Department of Education, Sport and Culture? When the Hub Schools were informed of the closure period he described as TT holiday?’
Lawrie Hooper (Lib Vannin, Ramsey) completes the list of oral questions as he Treasury Minister Alfred Cannan: ’Whether, in light of the Covid-19 emergency, any work is underway to increase the percentage of people collecting benefits via bank accounts or other nonface to face methods?
’What steps are being taken to ensure government work is being advertised on the procurement hub in a timely manner?’
Mr Hooper will also ask Infrastructure Minister Ray Harmer for an update on when the DoI will table its affordable housing strategy for debate in Tynwald? And what steps are being taken to accelerate minor capital works?
There are also eight questions for written answer including Clare Barber (Douglas East) asking Mr Harmer how much money the DoI has made from the Park Road site since the school was demolished.
The Keys will also have the second readings of Daphne Caine’s (Garff) Divorce, Dissolution and Separation (Isle of Man) Bill 2020, as well as the Elections (Keys and Local Authorities) Bill 2020 and Road Traffic Legislation (Amendment) Bill 2020.
