James Richard Penn, of Bride Road, admitted the offence by post. In writing, he told the court he was preoccupied and had parked there for only a few minutes.
He apologised ’for any inconvenience’. He said he had suffered an accident and still had some difficulty walking. The court was told there were alternative parking spaces available. He was fined £200 with £120 costs.
