A student has been banned from driving for 18 months and fined £900.
The 18-year-old pleaded guilty to driving while unfit. He must retake his test at the end of the ban.
We previously reported how, at 2.50am on April 8, police stopped Kelly after seeing his Vauxhall Corsa weaving in the road and exceeding the 30mph speed limit.
He was said to be unsteady on his feet, slurring his words and had a trace of white powder under his nostril.
Kelly told police: ’I’ve taken ecstasy.’
Forensic tests found a number of drugs in his system. Cocaine, Benzoylecgonime, MDMA (ecstasy), MDA (Methylenedioxyamphetamine) were all present.
Prosecutor Hazel Carroon compared the levels of the drugs found in Kelly’s blood compared to the UK legal limits (there are no legal limit guidelines in the Isle of Man).
The blood test found a level of not less than 13 for cocaine - the limit is 10;365 for Benzoylecgonime - the limit is 50; and not less than 383 for ecstasy - the limit is 10.
The levels are not used in the island but can be referred to for guidance.
Defending Kelly in court advocate Ian Kermode said that his client was a full time student who worked at weekends.
’On the evening on April 7 he was out at a party,’ said Mr Kermode.
’He does recall taking ecstasy but doesn’t recall taking any cocaine. Nevertheless he accepts the findings of the blood analysis.
The advocate went on to say that his client had suffered family bereavements which had caused him to struggle with grief.
He continued: ’Mr Kelly is at college studying a diploma in IT. He works Fridays with his father as a stonemason and in a pub at weekends.
’He intends joining the army insummer 2019. He has his bronze and silver Duke of Edinburgh awards. He is a young man with a very bright future ahead of him.’
Kelly was also ordered by Deputy High Bailiff Jayne Hughes to pay £125 prosecution costs.
