A teenager has been fined £500 after being found drunk twice in nine days.
Kieran Michael Cain, of Empire Terrace, Douglas, was also ordered to pay £250 prosecution costs and banned from licensed premises for three months.
Prosecutor James Robinson told the court how, on August 17 at 12.40am, police were called to Peel Road after a report of a man walking in the middle of the road.
When officers arrived they found 18-year-old Cain staggering in the middle of the road, clearly drunk.
He was said to be smelling of alcohol, unsteady on his feet and slurring his words.
Cain told police he had been out and was going home but was not sure why he was walking in the middle of the road.
Police established that Cain had no one at home to look after him and he also admitted to having cannabis in his sock.
He then became agitated and had to be handcuffed and was subsequently arrested for being drunk and incapable and possession of cannabis.
Cannabis with a value of £3.17 was found in his sock.
At police headquarters Cain continued to be aggressive and had to be carried to a cell.
Later, during a police interview, he handed in a prepared statement admitting both offences and apologising for his actions.
A second incident occurred on August 25 when police were called to Lord Street at 5.31pm after a report of a man lying unconscious on the pavement.
On route, they were told that he had become aggressive with ambulance staff who were attending the scene.
When officers arrived they found Cain slumped against a wall.
He was again said to be smelling of alcohol, unsteady on his feet and had glazed eyes.
He was said to be initially calm but then started swearing.
Police gave Cain multiple warnings about his behaviour and he then told them he had drugs on him but despite this, none were found.
He became angry and threw a tobacco pouch into the road and was subsequently arrested for being drunk and disorderly.
The court heard that Cain had been fined £100 for cannabis possession in June.
Mr Robinson said: ’Alcohol seems to be a large problem for this young man.
’For his own good, as well as that of the public, we would ask for a licensing ban.’
Defending Cain in court his advocate Deborah Myerscough said: ’He is a young man who lives on his own.
’He had a stroke as a child so he does have a brain injury.
’He does have quite a lot of contact with services already and has a social worker who he sees regularly.’
Deputy High Bailiff Jayne Hughes said: ’You caused considerable inconvenience to police and ambulance staff.
’You need to think very carefully about your alcohol intake and relationship with controlled drugs.
’You are gradually building up a collection of offences of a similar nature.
’I take into account your health difficulties but they are not going to be helped by alcohol or controlled drugs.’
Cain was fined £100 for being drunk and incapable, £200 for possession of cannabis and £200 for being drunk and disorderly.
