A memorandum of understanding between Castletown Commissioners and Castletown Parks Charity has been accepted by the local authority.

The memorandum formalises the arrangement between the local authority and the charity which aims to improve facilities in Poulsom Park principally by providing a better skatepark than the one already there.

When first discussed - at their January board meeting - it was rejected because they did not agree with one clause which read: ’The commissioners recognise the CPC as the principal promoter of Poulsom Park.’

Commissioner Jimmy Cubbon, who is driving the skatepark project, needs the MOU to secure funding.

He was frustrated and said: ’I’m hoping to secure £20k from a trust next month and can’t apply without a formal agreement between the charity and the commissioners.’

’It’s taken five years to get to this stage with the archaic local government rate allocation and processes. It’s the young people of the town and the south that are being held back.’

Commissioners agreed to rewording the clause so the authority has the right to veto any event proposed in the park.
