No plans have yet been finalised for developing the former prison site on Victoria Road.
The site has lain vacant since the demolition of the old Victorian prison in 2012.
Responding to a Tynwald question from Douglas North MHK David Ashford, Treasury Minister Alfred Cannan said the site was owned by the Department of Home Affairs.
He said it was an important site with good development potential as two adjacent sites were also government owned.
Current proposals are for all three sites to be used for residential development, including some provision for old people’s accommodation. He accepted more consideration should be given to future use of vacant sites.
