A Manx company under investigation by the Electoral Commission over claims it unlawfully bankrolled a Brexit campaign group has no registered address here.

Rock Holdings, controlled by Leave.EU founder Arron Banks, is now due to be struck off.

On November 1 this year, the company gave notice that its registered office had changed to 18 Athol Street, Douglas, with effect from September 28.

But on November 7, the owner of 18 Athol Street, Greystone Trust Company Limited, filed a statement to Companies Registry, stating that Rock Holdings was not registered at that address.

Michael Riddell, on behalf of Greystone which is freeholder and leaseholder of 18 Athol Street, stated that Rock Holdings ’does not have authority to maintain its registered office at those premises’.

Companies Registry notes that strike-off action has begun against Rock Holdings and the company is due to be dissolved or struck off.

The Electoral Commission has called in the National Crime Agency to investigate whether ’impermissible money’ may have been used to help fund the Leave campaign before the 2016 EU referendum.

Businessman Arron Banks loaned £8m to the pro-Brexit campaign including Leave.EU before the referendum and says the money came from his Bristol-based company Rock Services.

But questions are being asked about the source of the money.

The Electoral Commission says it has reasonable grounds to suspect it came from the parent company in the Isle of Man, Rock Holdings.

This would be impermissible under electoral law as loans and donations to registered campaigners cannot come from overseas or foreign funding.

David Hodgson, head of operations at the island’s Financial Services Authority, said: ’Rock Holdings is not an entity which is either regulated by or registered with the Authority.

’However where information, relating to an entity regulated by or registered with the Authority, is brought to our attention, the FSA has robust procedures for determining whether to follow-up on that information and, if so, what actions to take.

’In accordance with legislation, the FSA is unable to divulge any information in relation to whether it has or will undertake any actions in respect of specific matters.’
