Three out of the seven Tynwald Day petitions presented this year have been ruled out of order.
Two of the disorderly petitions are concerned with the judicial system.
Stephen Holmes wanted the Lieutenant Governor to investigate alleged miscarriages of justice with regard to family matters, as the result of dissatisfaction with the outcome of a particular court case in which he was involved.
But the Clerk of Tynwald’s Office ruled this breached standing order as it related to a specific case which has been adjudicated upon by the High Court.
It was also ruled out for not being ’respectful, decorous or temperate’, making critical references to particular people, and did not contain the address of the petitioner.
A petition by Patricia Anne Kelly also sought to address alleged miscarriages of justice by investigating the procedures of the judicial system and reviewing closed cases.
This also breached rules that intend to uphold the separation of powers and ensure that Tynwald does not interfere in matters that should properly fall to the judiciary.
A petition by Gavin Organ calling for the legalisation of cannabis for personal and medicinal use was ruled out of order as it was handwritten.
The four other petitions presented at Tynwald Hill were allowed.
Christopher Quirk’s petition seeks to establish a Criminal Case Review Commission that would investigate alleged miscarriages of justice. A petition by Patricia Newton relates to the stewardship of the historical built environment and Chrissie Parkes wants a review of the rating system for water and related services.
Finally, a petition presented on behalf of Port St Mary Commissioners by clerk Alastair Hamilton and chairman Alan Grace seeks to clarify rights of way to foreshores, ports, and other areas of unregistered land.
The commissioners believe there is ’compelling’ evidence to pursue a legal challenge over the ownership of the section of beach on which a small car park has been created.
