A drunk man who was found lying face down in the road with one leg out of his trousers and wearing only one shoe has been fined £650.
Omar Jallow, aged 35, of Springfield Road, Douglas, admitted being drunk and disorderly as well as resisting arrest.
Prosecuting advocate Hazel Carroon told the court that police were called to Douglas promenade after a report of Jallow lying in the road outside Empress Apartments on March 8 at 5.40am.
Officers found him asleep, in a state of undress and sodden with urine.
They roused him and said that he then began gesticulating about random topics and swearing, but added that his abuse didn’t seem to be directed at anyone.
A female witness said that she had earlier seen Jallow urinating in the road in front of her.
Safety
Police put him in handcuffs but he then resisted and was restrained using Pava spray, though officers said it was more for his own safety as he was in the road.
Defence advocate Matthew Wilshaw said that his client had no previous convictions.
’On the evening, Mr Jallow had been invited to a house party then on to a bar,’ said the advocate.
’He drank too much.
’He has gone outside and says everything is a blur.’
Mr Wilshaw reiterated that the Pava spray had primarily been used because Jallow was on a public road and in danger of causing an accident rather than because he was being aggressive.
High Bailiff Jayne Hughes told Jallow while passing sentence: ’It was an expensive night out for you.’
Mrs Hughes also ordered Jallow to pay £125 prosecution costs.
He will pay at a rate of £150 per month.
