A man from Birmingham has been banned from the island for five years.
Roful Islam, aged 29, of Jinnah Close, admitted being in charge of a vehicle in a public place with excess alcohol, and possessing cannabis.
Magistrates heard that there was an outstanding a warrant for his arrest in the UK for an allegation of driving while over the prescribed limit.
Prosecutor Rebecca Cubbon asked for an exclusion order banning Islam from the island saying it was a concern that he was wanted in another court.
The court heard how on December 7 at around 7pm, police were called a Kurries and Steaks on Summer Hill, Douglas.
Islam was found sitting in a van on his phone with the keys in the ignition.
Also in the car was a half pint glass containing Jack Daniels whiskey and Coke.
He failed a breathalyser test and there was said to be a faint smell of cannabis in the van.
Islam handed over two small bags of vegetable matter valued at under £20.
He failed a further breathalyser test at police headquarters with a reading of 74 - the legal limit is 35.
In a police interview Islam said he was in the island working and was due to return on December 8 but his ferry was cancelled so he had decided to go for a meal.
He said he had not been impressed with the service and had been asked to leave the restaurant so had gone to his van.
Defence advocate Paul Rodgers said his client had only been in the island briefly as a delivery driver. He said he could work for up to 10 days without a work permit.
’There is no suggestion he was doing anything inappropriate,’ said the advocate.
’He was staying in a hotel and decided to go out for a meal. He drove before having any drinks.
’He had called a taxi to collect him. Regrettably he fell out with the owner of Kurries and Steaks and left with his drink.
’The taxi was pulling up as police were speaking to him. He accepts that in turning the heating on he is guilty of the offence.’
Ms Cubbon said there had been no mention of a taxi in the police statements.
He was fined £500 and had his driving licence endorsed with 10 penalty points.
He was also ordered to pay £125 prosecution costs.
