A 21-year-old Ramsey man has been fined £600 for having no valid driving licence or insurance.

Adam Simon Campbell was seen by police riding a motorbike but had not taken a CBT (compulsory basic training) course.

He pleaded guilty to the offences and magistrates also endorsed his licence with eight penalty points.

Prosecuting advocate Barry Swain told the court that police saw Campbell riding a Yamaha Stomp 120cc motorbike without the lights on at Albert Road in Ramsey on November 13 at 11.45pm.

He turned down a narrow lane and police were unable to follow him in their car.

However, around 15 minutes later he was spotted again, this time pushing the bike on the pavement in the same location.

Checks showed that he had no valid licence or insurance.

Defence advocate David Clegg said that his client held a provisional licence, which would have been acceptable for a 120cc bike, but he had not done the CBT course which is required.

’Had he done the CBT course he could have ridden with a "L" plate legally,’ said the advocate.

’There is no suggestion he was riding dangerously. He said he was originally wheeling the bike but became tired and gave in to the temptation of riding it.’

Mr Clegg said that Campbell, who lives at Gladstone Avenue, had been struggling with his mental health.

Magistrates fined Campbell £500 for the no insurance offence and £100 for the driving licence one.

He must also pay £50 prosecution costs.

The court heard that he is already paying fines until October 2023 at a rate of £40 per fortnight, so the latest fine will commence after that.
