Syuleyman Dzhelil, aged 32, of Julian Road, Douglas, has appeared in court charged with failing to comply with a requirement imposed by the Department of Infrastructure.
He is accused of being on a closed road on August 24 at Glencrutchery Road in Douglas.
Defence advocate Casey Houareau said that the prosecution were considering a caution.
Prosecuting advocate Barry Swain said that he would speak to the police before this was decided.
The case was adjourned until September 14.
