Onchan Commissioners have lodged an appeal against approved plans for an 80-bed care home.
Howstrake Developments Limited’s application (17/00684/A) for approval in principle for a care home to be to be sited on land in King Edward Road in Onchan, was approved last month.
The local authority opposed the bid when it was submitted and have now lodged an appeal against planners’ decision, saying the bid doesn’t comply with planning policy.
Onchan commissioners said the proposal would be against general policy two of the Isle of Man Strategic Plan, which states developments must not have an adverse effect on the character of the surrounding landscape and residents.
The local authority also said the bid goes against the Onchan Local Plan.
In his report, planning officer Chris Balmer states it is ’difficult’ to determine if the proposal would have an unacceptable effect on the residential, character or amenity of the area given the limited information due to the nature of the application.
However, if the department wasn’t satisfied with the design, scale and siting of the building it would be refused.
He added that no consideration has been made about whether the proposal will lead to an over concentration of community health care facilities in the particular region ’as there are no care home facilities in the area’.
’Highway services have raised no objection to the traffic generated by the proposal onto the highway network,’ the officer said.
He explained that the site would be easily accessible, while acknowledging the applicant’s statements of it being ’unlikely residents will walk from the home’ as many of their requirements will be met on site.
