A proposal for a new housing estate in the south may finally move forward after new amendments were submitted.

Haven Homes Ltd first submitted an application (18/00524/B) in May 2018 and has faced objections from a variety of government departments.

The property developer’s latest change sees it seeking permission for 96 homes - a reduction of two -in a new estate with associated roads, car parking and landscaping on the corner of Douglas Road and Victoria Road, Castletown.

One of the largest changes is the removal of a second junction entrance into the estate.

Vehicular access was originally going to be created with a new roundabout at the existing junction with King William’s Way but this was rejected by highway services.

Another proposal for a fifth turn off to be added to the roundabout near Janet’s Corner was rejected as it ’would also not be achievable in accordance with modern highway design requirements’.

The amended documents explain: ’Having therefore exhausted the provisions of the development brief, the proposal as amended omits the vehicular access that would have been formed together with a new roundabout and is instead shows as a pedestrian access.

’The vehicular access junction onto Victoria Road is retained in the proposal as amended.’

Other issues raised during the application process included the design of the houses and whether they would be in keeping with the nearby area such as Castletown railway station.

In its latest documents, Haven said gabled roof forms like the railway station and a variety of house types, walls and roofing colours and textures and the retention of the existing surrounding wall stone material reflect and enhance the architectural character of the local area.

The mixed development of two, three and four-bedroom houses includes 21 affordable homes. These will be in the form of two and an three-bedroom terraced homes on the western part of the nine-acre site. Haven Homes said it will make use of redundant and under-used land to provide new housing to meet local needs.
