A report on the self-isolation protocols for Steam Packet crew members is set to be made public tomorrow (Friday).

The inquiry after it was suspected that the Steam Packet could have been linked to a Covid outbreak in February that led to the island’s third lockdown. At the time Chief Minister Howard Quayle said there had been a ’genuine misunderstanding’ over the isolation rules for island-based crew members.

Stephen Hinds, the director of Auditor Advisory in the Treasury, has completed his report and it is due to be discussed by the Council of Ministers today.

Chief Minister Howard Quayle told Tynwald on Tuesday that a draft copy of the report was issued to those who gave evidence, earlier this month, for fact-checking and to study its recommendations.

He received the completed report last Friday.

’I intend to share the report with (Tynwald) members and publish it on Friday,’ Mr Quayle said in response to a question from Kate Lord-Brennan MLC.

She asked whether the report would be published in full and whether it would show any changes that were made to its recommendations.

Mr Quayle said that he was not involved with any scrutiny of the report prior to its finalisation.

’I only see the report when it is finished.

’This is standard procedure and it was for the director of the Audit Advisory to determine what, if any, changes should be made prior to the finalisation of the report,’ the Chief Minister said.

As more Tynwald members asked questions about the process, Mr Quayle lost his patience.

’I am getting a little bit cross that people are trying to insinuate that the report has been twisted.

’I don’t get to see the report until it is finished,’ he said.

’It is a standard procedure: if you take evidence from people and you do a report you give them the courtesy of looking at the report to see if there is anything that you, the report writer, have accidentally misinterpreted.

’That can be challenged by the people who have given evidence.

’Once that is done, if those challenges are successful then it is up to the director of audit to decide whether he alters the report or not. I only get to see the final report.’

He added that he had not seen anything that needed to be redacted, and so he hoped the report could be published in its full form.
