A month after making its first attempt, Tynwald has recognised that the island is fighting a climate emergency.
Members voted unanimously to support amendments to Daphne Caine’s (Garff) motion that recognised the emergency and that Tynwald would take steps to resolve it.
The amendments which came from Environment Minister Geoffrey Boot and Ralph Peake MHK (Douglas North) mean that Tynwald will create a team to explore the problem and for the government to lay its plan before Tynwald by January next year.
Tynwald had to delay the confirmation of an announcement until this month after the Keys and LegCo were split over Mr Boot’s amendment.
By the time of this week’s Tynwald, both Mr Boot’s and Mr Peake’s amendments had changed since their last appearance before the joint houses.
In her original motion, Mrs Caine had sought to move: ’That Tynwald believes that the Isle of Man faces an environmental and climate emergency; and is of the opinion that the government should allocate the necessary resources to take urgent and significant action.’
However, Mr Boot’s and Mr Peake’s amendments removed everything after her words ’that Tynwald’ and instead welcomed Chief Minister Howard Quayle’s statement on the matter.
Mr Boot’s amendment would have committed Tynwald to targeting zero net emissions by 2050 and had called upon government to lay its climate plan before the end of the year, however Mr Peake’s amendment moved this to January 2020.
Under Mr Peake’s amendment, the 2050 target was removed but Tynwald will create a ’dedicated climate emergency transformation team’ which will be led by an independent chair with ’relevant expertise’.
This team will ’develop an action plan to include ambitious targets and a climate impact assessment of proposals’. And its work will go into informing statutory targets in the proposed Climate Change Bill.
However, one MHK who wasn’t happy was Liberal Vannin’s Lawrie Hooper (Ramsey) whose proposed amendment which would have brought forward the 2050 target to 2035 was rejected.
Mr Hooper had said to members that his 2035 target was ’more ambitious’ because ’urgent and unprecedented action is required’, adding ’it is our moral and ethical duty’.
However, despite his best attempts, Mr Hooper’s amendment failed by 23 votes to 10.
Throughout the debate, members were found to be quoting American Presidents John F Kennedy and Ronald Reagan and exploring why the USA had to go to the moon by itself rather than in collaboration with the USSR in order to explain the importance of international cooperation.
