Infrastructure Minister Ray Harmer says the cost of fixing the botched work on Richmond Hill - the main route south from Douglas - ’should not fall on the taxpayer’.
Mr Harmer told the Examiner the surface was applied incorrectly and that a team was currently looking at how to fix it.
He said that the bonding was applied incorrectly. The work was carried out by contractor Colas last year.
