All bins in Douglas should be chipped to ensure violators of bylaws can be fined according to council leader David Christian.

Mr Christian had been asked by Councillor Ritchie McNicholl whether bins had been ’chipped’ yet as the council has previously stated they should be.

Councillor Debbie Pitts also asked how many incidents of bins blocking highways had been dealt with using bylaws powers.

Mr Christian sarcastically asked Mr McNicholl ’who knows?’ before adding he was ’sick of asking the question, all we, the elected members, have got is excuses, the bins should have been chipped years ago’.

In response to Miss Pitts, he said he had been ’assured’ that bylaws are being applied and said that anyone who leaves a bin out should be ’booked if they don’t take notice of a warning, they make the town look scruffy’.
